Position Title: Health Analyst (12 month contract)

Salary: $55,070 - $77,100 annually

The role will support core functions of the Enteric Zoonotic and Vector-borne Diseases Unit which include:

  • Routine surveillance activities and regular reporting,
  • Cluster and outbreak detection and investigation,
  • Fulfilling data requests,
  • Providing evidence and support to Ontario’s Ministry of Health and Long Term Care and Ontario’s 36 health units,
  • Carrying out projects to further develop the evidence to support communicable disease control in Ontario,
  • Other emerging activities or initiatives such as surveillance for the Pan Am/Para Pan Am games.

Key Responsibilities    

  • Maintains electronic access to data holdings, information systems and appropriate interfaces to ensure an organized and clean file structure of PHO’s large datasets including aggregated table and information systems such as survey data, census data, morbidity and mortality data
  • Analyzes, interprets and reports health data using appropriate methods in response to inquiries from department colleagues and other PHO staff.
  • Conducts the routine analysis of large data sets for the interpretation and production of population health assessment and surveillance reports.
  • Prepares and disseminates health status and surveillance information in various formats including reports, charts, graphs, maps and community health profiles.
  • Writes and executes computer programs for data extraction, data set creation and analysis using spreadsheets and statistical software packages (e.g., Excel, Access, SAS, SPSS, Epi‐Info-).
  • Designs data collection and survey instruments including coding formats, questionnaire design, performing data entry and storage to assist subject matter experts in collecting data from various sources.
  • Provides support during outbreak investigations, including database development, data management, data quality and regular reporting, as needed.
  • Supports Department's data quality assurance efforts through the application of proven analytical approaches to identify errors or limitations in the data and to improve data validity.
  • Maintains contact with database and analysis experts within the broader public health system to keep up to date in the area of data quality, data management and analysis and related technologies.
  • Performs other related duties as assigned.
  • Works with scientists, principal investigators, and epidemiologists in assisting in developing data set capture and analysis plan which require access to different public health data holdings.
  • Completes program and project documentation according to applicable standards and guidelines.
  • Contributes to the ongoing development of standard operation procedures for data set creation, analysis and reporting.
  • Tracks and monitors quality of services and evaluates the success of daily operational goals and objectives.
  • Works in partnership and collaborates with program areas across Public Health Ontario, public health units and public health stakeholders in order to meet the needs of the respective stakeholders.
  • Establishes ongoing relationships with internal and external public health stakeholders to help identify needs and priorities for services and reporting results.

Knowledge and Skills

  • Skilled in the use of data sets, spreadsheets, databases and statistical software such as iPHIS, SAS, SPSS, Stata, Cognos ReportNet (CRN), Epi‐Info and Access and knowledge of other software packages and programming languages to develop programs as necessary for data manipulation, collection, reporting and analysis.
  • Familiarity with public health information systems and ability to work with large data sets and utilize a range of information systems.
  • Knowledge of population health indicators, current public health issues, epidemiological concepts, public health research, statistical analysis, health analytic methods, and techniques to analyze data, including trend analysis, using any statistical software, and trend analysis to work with content experts to define their data needs would be an asset.
  • Knowledge of stakeholder groups, building public health, research, academic, institutional, and professional networks, and working at local, provincial/territorial, and/or federal levels would be an asset.
  • Knowledge of, and skills in effective time management methods and techniques to plan, develop data set creation and analysis plans for projects.
  • Understanding of Ontario’s public health system and infectious disease surveillance in order to work effectively in partnership and to collaborate with program areas across Public Health Ontario, public health units and public health stakeholders
  • Skill and ability to work in a matrix management structure and within cross disciplinary teams
  • Skill and ability to meet tight deadlines and manage multiple projects at the same time
  • Proficiency with MS Office and familiarity with SharePoint.
  • Understanding of relevant regulations and regulatory trends in epidemiology, public health and surveillance (e.g. privacy legislation).
  • Communication and inter-personal skills to enable effective information presentation and deployment into teams of multi-disciplinary professionals.
  • Strong writing and editing skills to prepare and review Agency reports, briefing notes, letters, and position papers.
  • Experience and ability to undertake independent research and analysis within defined objectives on assigned projects
  • Sound judgement and ability to handle matters of a confidential/sensitive nature.

Education and Experience    

  • Bachelor’s degree in health sciences, biostatistics or equivalent combination of education and related experience.
  • Knowledge of database design, health analytics, and public health methods and data analysis techniques with approximately two years of experience in the collection, collation, analysis and interpretation of health data.
