The Ontario Association of Children's Aid Societies (OACAS) is seeking a multi-service vendor to revise and redesign its classroom-based Child Welfare Professional (CWP) training series which prepares new child welfare workers across Ontario. The Vendor is being asked to research, design, develop and pilot-test a new competency-based blended training program for new child welfare workers. The new training program will consist of eight courses, each comprised of self-directed eLearning modules, classroom-based modules as well as field assignments. A blueprint has been developed for the courses, consisting of 16 eLearning modules and 46 classroom-based modules. The materials should be compliant with the Accessibility for Ontarians with Disabilities Act, 2005 (AODA). The Vendor will also work with OACAS to design a suitable testing approach and assessment instruments, including a comprehensive and defensible exit exam. The research, instructional design and development phases must be complete by March 2016. The pilot-testing will occur in the spring of 2016 with revisions to occur in summer 2016.
