When change hits the fan

A case study describes the problems faced by an agency as it evolves from a hierarchical bureaucratic organization into a egalitarian consensus model of management. The case study is based on an actual situation that has been disguised and has had some hypothetical content

added. Issues described include staff resistance to change, problems with the modification of staff and board roles and responsibilities, and the resulting interpersonal conflict.
