Reporting to the Director of Health Protection, the Program Coordinator--Tobacco will be responsible for the planning, implementation, and monitoring of the Health Unit's Tobacco Strategy Program.
Up to one year, salary under review (funded by a Ministry of Health and Long-Term Care grant)

The three pillars of the program include
* Ensuring compliance with the TCA in order to reduce the uptake and continuance of smoking in those under 19 years of age;
* Ensuring compliance with the TCA and other smoke-free legislation to protect workers and members of the public from the harmful effects of second-hand smoke;
* Providing resources and, where possible, programs to encourage and support Windsor-Essex County-wide smoking cessation efforts.
In consultation with the Manager of Chronic Disease and Injury Prevention, the Program Coordinator will be responsible for the day-to-day supervision of tobacco staff, including By-law Enforcement Officer(s) and Health Promotion Specialist(s) assigned to the Tobacco Strategy Program. The Program Coordinator-Tobacco will be responsible for attending and participating in local, regional, and provincial meetings as necessary to ensure that the Health Unit is meaningfully engaged in the planning, implementation, and monitoring of relevant and/or required local, regional, and provincial Tobacco Strategy initiatives.
* Ensure the Health Unit's Tobacco Strategy Program is implemented and monitored according to organizational plans, goals, and objectives
* Develop and maintain logic models reflecting the overall Tobacco Strategy Program
* Ensure that Tobacco Strategy Program activities are carried out according to relevant Health Unit policies and procedures
* Ensure communication and, where possible, coordination of tobacco programs across all Health Unit departments
* Establish and ensure the utilization and maintenance of a computerized database specific to the Tobacco Strategy Program that complies with MOHLTC and Health Unit reporting and communication criteria
* Supervise the day-to-day activities of the By-law Enforcement Officer(s) and the Health Promotion Specialist(s) assigned to the Tobacco Strategy Program
* Track statistics and prepare reports for the Divisional Director, Board of Health, and MOHLTC as required
* Participate in local, regional and provincial coalitions, networks and working groups as appropriate
* Liaise with politicians, community leaders, business leaders, health professionals, organizations, media, labour groups, and community partners in order to communicate the Health Unit's Tobacco Strategy Program
* Prepare financial and narrative reports for the MOHLTC as required
* Identify and pursue funding and sponsorship opportunities related to the Tobacco Strategy Program as appropriate
* A minimum of a Master's Degree in Health Promotion, Business Administration, Public Policy, or related field
* A minimum of one and ideally five year's experience in public health or public health-related sector
* A minimum of one year's experience involving staff and/or program supervision responsibilities
* Excellent knowledge of health promotion strategies, population health approaches, behaviour change theories, policy development, community development, and group facilitation
* High level of competence with computer software applications including Web browsers, E-mail, word processing, spreadsheets, presentation, and data management
* Excellent interpersonal, writing, and oral communication skills
* Excellent organizational and time management skills
* A valid Ontario Driver's Licence and access to a reliable motor vehicle during working hours
* A criminal clearance certificate is required
* Fluency in French will be considered an asset
