Senior Evaluation Specialist, Heart and Stroke Foundation of Ontario

Description of Position:
The Senior Evaluation Specialist is responsible for supporting the effective management of mission investments by finalizing, implementing, and managing on an ongoing basis, the newly-created Mission Evaluation Framework and system.  This position will focus on the evaluation of the Foundation's Strategic Research Initiatives which include evaluation of the impact of its annual $30 million research investments, and other strategic and programmatic investments made as a result of the Foundation's research strategy.  This position will also be accountable for the evaluation of the other mission investments of the Foundation, including areas of impact on mission, health promotion, professional education, and advocacy.

Key Accountabilities
1. Evaluation Framework

  • Responsible for evolving, implementing & managing the Evaluation Framework's four major categories, namely:
  1. measuring Research Strategy Implementation Progress
  2. measuring Impact of research investments
  3. measuring programmatic Assumptions and Conclusions, and
  4. measuring Stakeholder Responsiveness to strategy
  • Responsible for identifying, costing, recommending and implementing the appropriate evaluation methodologies/tools to accompany the framework
  • Responsible for the annual review of 1 or 2 specific areas for investigation based on evaluation framework results and the development of a set of best practice recommendations
  • Responsible for delivering an expanded and revised evaluation framework that includes all mission investments (e.g. Health Promotion, advocacy, etc.)
  • Responsible for other mission evaluation projects as identified
  • working with the Associate Manager, Research Administration, responsible for leading the re-design of the existing research database to collect and track relevant data to meet the needs of the research portions of the Evaluation Framework
  • Responsible for the creation of a monitoring process, including regular reports, for the Evaluation Framework (and other evaluation projects)
  • Responsible for identifying and utilizing external evaluation suppliers, as required and approved
  • Responsible for data gathering, evaluation and preparation of the Research Dashboard annual scorecard for presentation to the Board
  • Responsible for actively integrating the mission evaluation work of the HSFO with the same work of the Heart and Stroke Foundation of Canada, including developing an ongoing relationship with HSFC's  Evaluation team

2. Improvement of Research/Mission Programs

  • Working with the Senior Manager, Research Programs, will contribute to the evolution and/or development of current and new research programs by enhancing measurement processes
  • Contribute to the evolution and/or development of current and new non-research mission programs by enhancing measurement processes

3. Advising, Representing and Monitoring

  • Responsible for providing advice to various Foundation staff and volunteers regarding evaluation, including:
  1. providing evaluation expertise and results to the Foundation's Research Committee, other Foundation Committees, Task Forces and/or Management Advisory Groups, and the Board of Directors as required
  2. developing and maintain relationships with evaluation colleagues at the other provincial Heart and Stroke Foundations as well as the national Foundation, other granting agencies, and key mission partners
  3. working with the Foundation's External Relations department to contribute to Foundation's communications regarding evaluation initiatives and outcomes
  • Responsible for representing the Foundation to various stakeholder groups, which may include representing the Foundation on appropriate advisory board, workgroups, and/or networks
  • Responsible for monitoring and incorporating the evolution of best practice in research evaluation

Skills/Knowledge Requirements

  • Evaluation expertise with emphasis on outcomes evaluation
  • Experience with both quantitative and qualitative methodologies
  • Relationship skills
  • Experience with SPSS or other statistical software
