The Department, Division and its Strategy
Working within the Health Services Department and reporting to the Director Business and Information Services, the incumbent will manage resources; plan and, develop long and short term work plans for information management systems and be accountable for section operating and capital budgets, while providing leadership to employees engaged in the delivery of information services to support Peel's three Health Services programs (Long Term Care, Paramedic Services and Public Health).

The Team You Will Lead

As the Manager, Information Management you will provide leadership and direction to a small team including business and system analysts dedicated to the development and implementation of the Health Services Strategic Technology Plan.  You will coordinate health specific business solutions development and support with Corporate I&IT Services and Smart Systems for Health.

Your Role
You will develop, promote and implement technology related strategies including the Health Services Strategic Technology Plan, ensuring effective and efficient information management practices, technology related risks are managed, and reliability is maintained.

You will evaluate the information needs of Health Services as it relates to its key services and associated infrastructure.  

You will recruit, coach, motivate, develop and evaluate reporting staff in an environment that visibly supports and encourages teamwork, open communication, and continuous improvement opportunities. You will provide guidance on technical and human resource issues arising from reporting staff, and ensure consistent application of relevant policies and procedures. 

You will effectively partner with other corporate organization units to deliver the most efficient and effective services as well as represent the department as required on relevant task forces and committees.  

A degree from a recognized community college or university in an information technology field or a related discipline/relevant degree will be considered (e.g. project management, business, computer science, math, and engineering) and 5 years of information and technology management experience, preferably in a health services setting, is required.

You will have a fundamental understanding of the role of information management systems in a mid sized service delivery organization and a proven record of developing information management plans and implementing such plans successfully. A well developed knowledge of business practices in maintaining supplier relationships in an information technology based environment is required as well.

You must be a critical  thinker in order to develop and implement technology related strategic plans which ensure business needs are met in a cost effective manner, technology related risks are managed, and reliability is maintained. You must demonstrate the ability to evaluate the electronic information needs of the Health Services department as it relates to its key services and associated infrastructure.

You will require knowledge of Regional policies/practices and applicable legislation, regulations and standards. You will have excellent skills in implementation and evaluation.  You will also demonstrate solid problem solving skills to proactively identify problems, determine and isolate causes, and recommend/implement corrective action.

Your exceptional verbal and written communication skills are essential to function as a key liaison with various stakeholders including the CIO, Corporate I&IT Services, Smart Systems for Health, Local Health Integration Networks, Provincial Ministries, consultants, contractors, and Regional employees to promote and protect Health Services information management business requirements.
