Brief Description of Duties

Researches, designs, evaluates, plans and implements public health policies and programs for all areas of Region of Waterloo Public Health (ROWPH); documents, prepares, and evaluates risk communication documents on issues which impact on health protection and promotion strategies of ROWPH.  Conducts research, evaluation and analysis of factors which promote and protect health and prevent illness.  Facilitates or leads special project teams relating to the development of health promotion programs.  Integrates theoretical frameworks with local data to design programs.  Designs and implements evaluation plans to monitor and assess the effects of health promotion programs.  Designs methodology for surveys, focus groups.  Analyzes and interprets data and infers recommendations.  Establishes and applies criteria of effectiveness or criteria for valid comparisons in evaluation research.  Generates reports from electronic data sets.  Work on research projects requires heavy visual concentration.  Negotiating new programs requires visual/aural attention to detail.  Routinely carries audiovisual equipment, boxes of printing, and promotional materials.  Work is performed in a standard office, subject to frequent travel within the Region to meet with community groups/members, and health, education, social services and recreation staff.  Occasionally travels outside of the Region to meet with other health units and health promotion specialists, officials and government bodies.  Meetings are frequently conducted outside of regular working hours.  Has contact with irate members of the public, particularly when presenting/participating at public meetings, talking to residents with regard to highly sensitive issues.

Qualifications, Skills, Abilities Required

Expert knowledge of  public health research and  policy development; health behaviours and behaviour change; health determinants; risk assessment; systemic approaches to change; health promotion program development; adult education; community development; and sociology and psychology of community development process, normally acquired through a thesis-based Masters level degree in the area of  health planning or policy or equivalent combination of related education and work experience, plus accumulated experience of one year in public health program evaluation, policy analysis and planning.  Detailed understanding of all ROWPH policies and programs in order to effectively develop health promotion aspects of programs within the department and the broader community.  A working knowledge of various federal, provincial and municipal legislation as it relates to health promotion and policy.  Diverse daily contact with many disciplines both internally and externally requires flexibility, organizational skills, group facilitation skills, diplomacy and ability to set priorities.  Advanced written and verbal, individual and group communication skills, skill in team building and demonstrated public speaking ability to lay and professional audiences.  Skill in statistical analysis and in the operation of a personal computer using word processing software and specialized statistical software packages (such as SPSS or SAS).  Ability to write multi-faceted reports such as program proposals, needs assessments or program evaluations, and in most cases, to coordinate input to prepare and edit reports for director's approval. Ability to develop, for approval by management staff, policies and procedures relating to development of materials, access to and evaluation of resources, program referrals, links with community agencies and other issues which relate to Public Health listed above.  Ability to develop risk communication tools, resources, and strategies.  Ability to organize and conduct orientation and staff training on relevant environmental health and health promotion issues, both within ROWPH and within other regional departments, as part of corporate programs.  When assigned to drive the Healthy Communities Van, incumbent is required to possess a valid Class "G" driver's licence and acceptable driving record.  Ability to support and project values compatible with the organization.

Wage/salary:  $61,334.00-$69,706.00 per annum\$33.70-$38.30 per hour
