Title: Senior Evaluation Specialist
Reports To: Manager, Evaluation

Location: Provincial Office (Yonge/Eglinton)
Status: Permanent; full-time

The Heart and Stroke Foundation is a national volunteer-based health charity.  Its visionary mission is: “Healthy lives free of heart disease and stroke. Together we will make it happen.”  

Purpose:    

As an integral member of the Evaluation Team, you will be responsible for the further refinement and implementation of the Heart and Stroke Foundation’s Mission Evaluation Framework, which defines performance goals and key performance indicators in core programmatic areas including scientific research, professional education, health information, and advocacy-government relations. You will provide technical expertise, work collaboratively with staff and help identify best practices, costing and appropriate methodology/tools to inform program theory, planning and evaluation design of key initiatives at the provincial and/or National level. You will support the development and streamlining of evaluative and performance measurement practices throughout the Foundation, drawing lessons from evaluation studies and their implications for improving effectiveness and supporting continuous organizational learning.

Key Accountabilities:

Stakeholder relationships

  • Work directly and collaboratively with mission program staff and/or management to specify reporting requirements and coordinate performance measurement activities
  • Manage relationships with internal teams, Foundation Committees, subject matter experts, and external service providers to ensure use of appropriate methodology, accuracy, completeness, and adherence to quality standards, policies, and procedures
  • Support other members of the evaluation team by providing technical support related to program-level evaluation and/or assisting with project-specific tasks (e.g., best practices review, data collection), as required

Evaluation framework

  • Refine expected outcomes, key performance indicators and targets of the Mission Dashboard to ensure alignment with core objectives in the new Ontario Strategic Plan
  • Develop and/or streamline systems and processes to guide the timely monitoring, collection and analysis of data, including refinement of existing tools and/or databases
  • Prepare reports and synthesize findings, conclusions, and recommendations to key audiences, with a view to improving program design and organization-wide learning
  • Contribute to the communication of mission accomplishments to Foundation supporters
  • Assist with follow-up of recommendations and/or best practices, as assigned

Program and Business Planning

  • Actively participate in annual departmental business planning by assisting teams to define strategic milestones and integrate targets in the context of relevant organization-level objectives and indicators
  • Integrate multiple, complex and nuanced lines of evidence to interpret measures of change and draw lessons in ongoing planning and evaluation
  • Serve as a resource for approved mission strategic priorities (e.g., national Heart Healthy Children and Youth Strategy) by identifying best practices, costing and appropriate methodology/tools to inform program theory, planning and evaluation design
  • Support ongoing efforts among cross-functional teams to determine “what works” by helping design and implement evaluations of key programs and initiatives, as assigned

Key Challenges/Constraints:

  • Dynamic projects subject to possible frequent changes
  • Accurate identification of metrics and interpretation of findings that demonstrate impact
  • Building strong stakeholder relationships and working collaboratively with all stakeholders
  • Support evidence-informed decision-making and building evaluation competency across the Foundation

Other Requirements:

  • Minimum 5 years of progressively responsible performance measurement and program evaluation experience
  • Masters degree in Social Sciences, Public Administration or Public Health, with training and certification (e.g., Credentialed Evaluator (CE) designation) preferred
  • Proven project management skills to handle multiple projects concurrently, prioritize assignments, and meet deadlines and deliverables in a fast-paced work environment
  • Highly motivated and a self-starter
  • Strong relationship, communication and writing skills
  • Exceptional research and analytic skills – both quantitative and qualitative preferred
  • Familiar with various evaluation methods and approaches, and understanding of emerging issues and trends related to performance measurement in the nonprofit sector
  • Proficiency with Microsoft Office programs, SPSS and other analytical software packages (e.g., NVivo)
