Job Summary:    

The Integrated Cancer Screening (ICS) Lead-Assessment & Quality works along with the ICS Team and various stakeholders to lead quality assurance and improvement for ICS within the North Simcoe Muskoka region with the goal to increase screening rates for breast, cervical and colorectal cancer.

Responsibilities include:

  • Coordinating and integrating quality assurance activities and continuous quality improvement initiatives
  • Monitoring and facilitating follow-up for unattached patients with abnormal cancer screening results
  • Coordinating cancer screening abnormal case review/sign-off processes
  • Managing and analyzing quality and performance data
  • Engaging with regional screening and assessment sites to improve performance

Planning & Development

  • Works closely and collaboratively with Cancer Care Ontario and the Regional Cancer Program to develop and implement quality assurance and improvement initiatives to ensure high quality cancer screening and assessment programs
  • Develops follow-up mechanisms for unattached clients in collaboration with the Regional Clinical Leads
  • Develops and implements strategies to improve compliance and adherence to standards based on provincial plans and regional performance
  • Develops and maintains current evidence-based presentations and tools that can be used by regional stakeholders to promote quality assurance and improvements in cancer screening to a variety of audiences
  • Identifies local service delivery issues/capacity and develops strategies to address the gaps
  • Undertake the writing, submission and execution of grants and/or reports for innovation, demonstration or pilot projects as appropriate to ICS

Quality Assurance & Improvement

  • Manages and analyzes quality and performance indicators (i.e. wait time data) to ensure screening and assessment sites are meeting performance targets
  • Monitors screening and assessment site performance to ensure quality standards are being met (i.e. accreditation status)
  • Follows up with screening and assessment sites on adherence to performance targets and to improve follow-up rates
  • Participates in the design and update of the ICS Quality Assurance / Improvement activities as they evolve

Regional Engagement

  • Promotes the attachment of clients without a family physician through Health Care Connect
  • Leverages the breast assessment model and diagnostic assessment programs
  • Supports access to screening with regional and local stakeholders
  • Assist in the maintenance of databases/inventory of regional stakeholders (primary care providers, community groups, etc)
  • Contribute to the NSM Primary Care Provider Oncology Strategy as it relates to cancer screening
  • Develop and maintain a variety of contacts and communication methods with relevant NSM healthcare providers
  • Develops internal and external communication materials for cancer screening
  • Generates and creates strong regional/community engagement
  • Facilitates collaboration and sharing of best practices within the region and with primary care
  • Assist in the development and sustainability of a NSM Prevention and Screening Network

Screening Program Administration

  • Monitors and facilitates follow-up of abnormal cancer screening results and retests for unattached patients
  • Facilitates care coordination for cancer screening across the region (i.e. unattached and expedited referral processes)
  • Oversees the abnormal breast assessment case review and sign-off for payment in collaboration with the Regional Breast Imaging Lead

  • 4-year undergraduate degree in a health and/or science-related discipline


  • Experience with quality assurance and responsive quality improvement initiatives in the healthcare setting
  • Experience working with diverse groups with a range of maturity, education and skill sets
  • Professional experience/leadership role in a health care setting


  • Understanding that strategic directions of the provincial and regional systems drive operational changes at the district and local levels is necessary for the ongoing development and implementation of the Integrated Cancer Screening (ICS) program
  • In-depth understanding of the complexities of the Ontario Cancer System, the Ontario Cancer Plan and the Cancer 2020 vision
  • Working knowledge of LHIN 12 and the relevant stakeholders involved in cancer prevention and screening
  • Comprehension of the structure of the Regional Cancer Program and the importance of prevention and screening as an aspect of the cancer journey
  • The ability to assess region-wide needs, formulate plans to address the needs, and the subsequent implementation and evaluation of strategic initiatives to increase cancer screening rates and promote quality assurance/improvements
  • Demonstrated skills in critical thinking, problem solving, analytical thinking and evidence-based practice
  • Originality in methods and solutions to positively impact cancer screening rates
  • Excellent communication skills (i.e. written, consultative, verbal and presentation)
  • Ability to work in diverse environments; both collaborating and motivating multiple groups and stakeholders with varying levels of education, maturity and skill set, while also working effectively on independent projects
  • Superior time management skills
  • Computer skills (Excel, Word, Outlook, Powerpoint, Visio, Publisher)
  • Demonstrated professionalism
