Oxford County’s food security vision is for a policy in each of its eight area municipalities that promotes a healthy, sustainable community in which children, adults and seniors have access to affordable and healthy foods.
Requirement: The development of a food security policy in the eight municipalities of Oxford County.
In 2010, Oxford County Public Health & Emergency Services (OCPHES), under the Healthy Communities Initiative, engaged in a community priority-setting exercise in which food security was identified as a priority.
OCPHES has now submitted an application to the Ministry of Health and Long Term Care’s Healthy Community Fund Partnership Stream Funding envelope (“the funding”). This funding will be used to contract a consultant to oversee the implementation of the project, including the coordination of town hall meetings with each of the eight municipalities, and will lead them in the development of a food security policy for their community. The consultant will be required to present his or her report to each municipal council and community. Oxford’s municipalities are Blandford-Blenheim, East Zorra-Tavistock, Ingersoll, Norwich, South-West Oxford, Tillsonburg, Woodstock and Zorra.
The goal of this project is to conduct a literature review of available research regarding food security development in rural communities. Once the literature review is completed, the consultant will develop a survey tool and conduct telephone interviews with municipal leaders from each community to develop a needs assessment. The consultant will also hold town hall meetings in each community to mobilize them in a policy setting exercise and prepare a report to recommend policy actions.

Selected candidates will be interviewed the week of November 19, 2012. It is anticipated the project will start December 1, 2012 with a required completion date of March 31, 2013.
Quotations should not exceed $40,000 including taxes and expenses.
