To provide advice, business analysis, expertise and project leadership in business process improvements and the development of plans, standards and best practices to meet the diverse public health data and business needs of Public Health Ontario and external stakeholders through the use of iPHIS and/or other applicable information systems.
- Conducts analysis of various public health programs, specifically those that impact reportable disease surveillance, within Surveillance Services.
- Recommends business process improvements to address gaps and issues in order to ensure public health data and business needs are met through the surveillance and business intelligence applications (e.g iPHIS, CRN, Panorama) and business operational tools (e.g. ClearQuest) throughout Ontario.
- Provides leadership, co-ordination and participation in the conceptualization, development and assessment of innovative medium to long term knowledge based public health plans and public health data standards for best business practices in the use of surveillance and business intelligence applications (e.g. iPHIS, CRN, Panorama) and business operational tools (e.g. ClearQuest) throughout Ontario.
- Develops business cases, option papers, and other analyses and ensures alignment with current legislative framework for public health disease surveillance. Identifies where guidelines or legislative change is required to support the use of business practices for iPHIS and and/or other applicable information systems.
- Develops, reviews and edits training materials, communication materials and strategic plans to ensure consistency of business practice advice provided to public health units and PHO staff.
- Serves as a resource for application development and/or configuration regarding communicable disease case, contact, and outbreak investigation, epidemiology, immunization, and infection control including the gathering of data element requirements and business process design for application configuration. Consults with the Ministry of Health and Long-Term Care, health units and other jurisdictions for public health policy development and analysis.
- Conducts with the Ministry of Health of and Long-Term Care, health units and other jurisdictions, including cross-boarder partners, for public health policy development and analysis. Conducts the analysis and documentation of internal and external (Health Unit, PHAC) change requests and document versions to determine validity and recommend impact and feasibility.
- Leads, coordinates and/or participates on applicable boards, committees or task groups to represent the interests of PHO regarding data standards and/or business practice related issues (e.g. iPHIS Advisory Committee and Sub-Committees, Great Lakes Border Health Initiative).
- Facilitates documentation of information needs and related processes.
- Oversees all phases of projects and results, and facilitates problem/issue resolution.
- Leads/participates on working groups of managers, nurses, epidemiologists, health inspectors, representatives from Health Units and other professionals and stakeholders (e.g., Emergency Management, Ontario Ministry of Health and Long-Term Care, FPT involvement and international groups and public health professionals from other jurisdictions) to ensure consistency in direction and processes.
- Liaises with information Technology specialists in the MOHLTC HSC I&IT Cluster, and/or Health Unit Leads/PRCs, and e-Health representatives, in order to define public health business needs, ensure appropriate timing and quality of all project activities, and to respond to inquiries and resolve problems.
- Develops and implements plans and business practices as they relate to the collection and management of surveillance data in surveillance and business intelligence applications (e.g. iPHIS, CRN, Panorama) and business operational tools (e.g ClearQuest), and in ensuring that business practices and advice align with current legislative framework for public health infectious disease surveillance.
- Provides after hours support during important public health events (e.g. public health emergencies, systems outages).
- Analyzie and synthesize research and other material; in formulating recommendations, strategies and policy options for senior management to effectively respond to public health issues.
- Other duties as assigned.
Knowledge and Skills
- Knowledge of business analysis and improvement, process development and public health information management methods and techniques in order to analyze and document business processes and programs and to identify and recommend business process improvements to address gaps and issues in order to ensure public health data and business needs are met through applicable information systems.
- Knowledge of relevant public health programs, legislative authorities (e.g., Health Protection and Promotion Act, Ontario Regulations 569, 559/91, etc.), Ontario Public Health Standards and Protocols and surveillance programs required to lead the conceptualization, development and assessment of innovative medium to long term knowledge based strategic health policies and standards for reportable disease surveillance best business practices.
- Understanding of the use and capabilities of surveillance and business intelligence applications (e.g. iPHIS, CRN, Panorama) and business operational tools (e.g. ClearQuest), is required in order to provide expertise regarding the application of technology to meet client group data needs.
- Knowledge of the implications associated with implementing policies, procedures and business practices and how this impacts configuration and systems development, disease investigation, epidemiology, and infection control.
- Knowledge of project management techniques and project leadership skills to lead various initiatives and to develop and implement project plans.
- Skill and ability to research and investigate communicable and reportable diseases surveillance and reporting; establish local, regional, provincial, national or international practices for public health issues
- Skill and ability to analyze and synthesize research and other material, to formulate recommendations, strategies and options for senior management, and to effectively respond to public health issues.
- Proficiency in MS Office (Word, Excel, Access, PowerPoint, Visio, and Project) and familiarity with SharePoint.
- Education and Experience Master’s Degree of Science or Public Health or Policy or the equivalent combination of education, training, and experience.
- A minimum two to four years of experience in business analysis and/or IT project management in a public health unit, provincial agency and/or ministry in public health.
- This position requires an understanding of the diverse public health and business needs of PHO and the Public Health Units, in order to provide advice, business analysis, expertise and project leadership in business process improvements and the development of plans, standards and best practices to meet needs of stakeholders through the use of iPHIS and/or other applicable information systems.
