The Executive Director (ED), Public Health Surveillance & Infrastructure (PHSI), is a senior leadership role in the Population, Public and Aboriginal Health Portfolio (PPAH).  The ED, PHSI is accountable for leading a professional team mandated to provide expertise in surveillance, analytics, healthy public policy, innovation, applied research and evaluation to support and measure sustainable improvements in population health outcomes, especially in populations vulnerable to poor health.

The ideal candidate has strong knowledge of change management approaches and openness to navigating a changing environment are essential for this role. This person possesses knowledge, expertise and experience at tactical and strategic levels required to continually develop the surveillance, policy and research assets for PPAH. This position is focused on promoting health and preventing disease, including communicable and chronic disease, injury and the full suite of determinants of health and their complex patterns of interaction.

The ED, PHSI, provides direct support and expert counsel on all aspects of surveillance and health status assessment, healthy public policy development and advocacy, and public/population health-focused applied research and evaluation to produce actionable information.

The ideal candidate has a proven ability to establish and maintain positive relationships with key internal and external stakeholders, including other portfolios within AHS, government departments, (Alberta Health), municipal and school board officials and non-governmental organizations. This person will also identify opportunities for collaboration and partnership on an ongoing basis.

The ED, PHSI is also responsible for developing and maintaining departmental vision and mandate that is co-ordinated, integrated and supports the advancement of public health in alignment with PPAH and AHS strategic directions. The incumbent will identify opportunities for developing and testing innovative approaches to address public health issues and promote population health, and champion the public health and population perspective based upon patient care. The ED, PHSI has a high awareness of the key determinants of a population’s health, emphasizes a preventative focus, and demonstrates a commitment to identifying inequities.  

The ED, PHSI strategically leverages data for strategic planning purposes, providing oversight for the planning and coordination of epidemiological analysis and advanced-level interpretation, including monitoring trends and emerging issues. This includes maintaining surge capacity for response to large outbreaks. This individual will also provide oversight for health status assessment: expanding the data streams used, the granularity of reporting, the geographies needed to meet Zone planning expectations and the capacity to complete in-depth analysis and interpretation.

Identifying and championing policy opportunities and reforms within Healthy Public Policy Unit linked to public health functions; focusing on mid to upstream interventions that alter institutional policies and practices that cause inequities and improve population health outcomes.


A Masters degree with an epidemiologic, population health, health services or policy studies focus; 8 -10 years progressive experience in the field of population and public health in an organization of significant size, complexity and diversity. Five years of experience in a leadership role preferred.  The ideal candidate shows a definite pattern of ongoing professional and personal development.
