Position: Executive Director, Community Services - Management/Non-Union
Hours of Work: Permanent – Full-Time – 35 Hours Per Week (1.00 FTE)
Effective: July 1, 2016
Location: Main Office – North Bay

Position Summary:

Reporting to the Medical Officer of Health/Executive Officer (MOH/EO) and as a member of the Executive Team, the Executive Director, Community Services participates in the overall strategic leadership, planning, co-ordination, policy development, decision making and budget preparation of the Health Unit programs and services consistent with the mission, vision, values, objectives, policies and standards of the Board of Health. The Executive Director, Community Services is responsible for managing and implementing organizational and operational aspects for the successful realization of the North Bay Parry Sound District mission and strategic plan and advising the MOH/EO on the status of all programs falling within his/her portfolio. The Executive Director, Community Services ensures the programs falling within his/her portfolio operate in accordance with all legislated requirements, governing policies and procedures, and collective agreements. The programs that are currently under this portfolio are Environmental Health, Healthy Families, Healthy Living and Healthy Schools.

Qualifications:

Education, Experience, Knowledge, Skills & Abilities:

  • Master’s degree in Business/Health Administration, Public Health, Nursing,  or related discipline
  • Minimum 5 years senior management experience in the public sector
  • Minimum 5 years management experience in the health or related sector
  • Understanding of acts and regulations relating to Health Unit programs/services
  • Knowledge and understanding of Core Competencies for Public Health in Canada (Public Health Sciences, Assessment and Analysis, Policy and Program Planning, Implementation and Evaluation, Diversity and Inclusiveness, and Communication)
  • Excellent leadership skills as per LEADS Capabilities Framework
  • Understanding and knowledge of employment practices as it relates to employee and labour relations
  • Key knowledge and critical thinking skills related to financial management
  • Excellent interpersonal, communication, problem-solving, conflict resolution skills
  • Intermediate skills in Microsoft Office, Outlook, Excel, databases, internet
  • Ability to work flex hours as required (including evening hours/on call) as required
  • Ability to attend out of town meetings and evening meetings as required
  • Requires a valid “G” Ontario Driver’s Licence and access to a reliable vehicle

As a condition of employment, the successful candidate will be required to provide a Criminal Reference Check including the Vulnerable Sector Check: recent, within four (4) months at their expense and will be required to comply with the Health Unit’s immunization policies. Annual Salary: Minimum $98,319 to Maximum $115,669
