RFP: Strategy for the Development of an Evaluation Process & Tracking Tools for Use by Community Organizations to Evaluate Projects Funded by the Drug Prevention Grants of Toronto Public Health, City of Toronto

Request for Proposal (RFP) 9119-03-7120

Toronto Public Health (TPH) is seeking to secure the services of a consultant or consulting team to provide the following:

a) In consultation with the program team, refine the draft logic model and suggest a range of potential direct and indirect indicators that community agencies could incorporate into evaluations of their TPH Drug Prevention Grants funded projects.

b) Based on the refined logic model, develop two to three evaluation processes and pertinent tools, which community organizations can use to measure the effectiveness of their prevention or harm reduction strategies in light of current project objectives.

c) Pilot the evaluation process and tools with approximately ten projects, five that integrate alcohol use prevention into their drug prevention project and five other drug prevention projects funded for the 2002-2003 cycle.

d) Develop and implement an evaluation process and instrument to assess community organization's capacity to incorporate alcohol abuse prevention programming into the five drug prevention projects for 2002-2003.

The closing date for this RFP is 12:00 noon (local time) April 2, 2003.
